Abstract:
Public participation refers to decision making processes between governmental and non-governmental stakeholders. At stake in public participation is the question of what makes decision making processes and outcomes politically and socially valid (Cope 2012). The issue of public participation is receiving increasing attention in all over the world, from both government and civil society sectors. Public participation increases the public awareness and helps the civil society to feel duty and responsibility towards the place they live in. There are many methods and tools of participation, and it is important to choose the suitable method to deliver the information to the receiver because wrong informations may lead to wrong decisions. The current urban planning laws and regulations in Egypt oblige local authorities to involve the civil society in the decision making concerning urban planning, but do not include the conditions to assure its success. This means that although public participation is officially active in Egypt, yet it is not effectively applied. This can be attributed to many reasons, some of which can be avoided by developing the public participation approaches, methodologies and might even extend to the laws themselves, while some are due to the social characteristics of society, and the lack of citizens’ awareness. The research investigates the use of novel methods and tools to emphasize public involvement and participatory decision making in urban planning in Egypt. This will lead to more successful and implementable urban plans. The main aim of the thesis is to improve the public participation in Egypt by investigating new tools to be recommended to local authorities if proven successful. This thesis adopts a combined VR and GIS approach in an attempt to enhance and activate public participation concerning urban planning issues in Egypt. The research structure consists of introduction, two parts and conclusion; the first part is divided into three chapters and presents a historical and theoretical study, the second part is divided into two chapters and provides a practical and an analytical
